Add links to open vocabularies

in xml files:

change @ref to @key
Then add the links to the open vocabularies

In authority list, Maria will add the links to the individual items.

EM make a branch to change indexing to use @key, also change indexing to include the links in the inscription display
At least once, rewrite epidoc files to change @ref to @key, add new @ref with urls from the authority file.
