We'll need to complete due diligence around the usual IANAL legal stuff:

• Terms & condition
• Privacy Policy
• Fair Use Policy
• Disclaimers, etc
• choose appropriate licence for this repo (GPLv*?)
• CC-BY-SA style licence attached

Ideally may like to have it in some CC-style TL;RD or humorous doc

If you want something GPL style - Gnu Affero GPL is probably the thing.
If you just want to go do wtf you want: MIT

Not sure on the policy stuff. I'm guessing theirs an OSS startpoint somewhere but I don't know it. :(

considering liberal use of service, AGPL seems most appropriate - allow anyone to use code-base & data (extractable via Open/Libre API), provided changes/enhancements are contributed back to Commons
