Investigate publishing citable releases on Zenodo and ASCL

• Zenodo is a digital repository where you can have an assigned digital object identified (DOI): https://zenodo.org/

• So you could essentially upload packaged release versions of mwalib to Zenodo and then it will have a DOI that can be cited and tracked. Similarly for ASCL
