Authors submitting a new dataset or related resource for sharing on PhysioNet should upload a signed cover letter as part of the submission. The cover letter must be signed by the Principal Investigator, data owner, or another individual with the legal authority to share the resource.
The purpose of the cover letter is to confirm that the submitters have the right to share the resource; the project received appropriate ethics or IRB approval to collect, use, and/or share the data; that sharing is consistent with applicable ethical and IRB approvals, and that the data have been de-identified before submission to PhysioNet.
If the submitted dataset or resource is derived from another dataset or resource, the cover letter must also confirm that, in re-sharing the derived data, the authors are complying with the data use agreement, license terms, and any other applicable restrictions governing the original dataset. Alternatively, the authors must confirm that they have obtained explicit permission from the original data creator, data owner, or other authorized party to share the derived resource on PhysioNet under the selected data license agreement.
