2018-nc-precinct-general.zip missing transfer ballots

@declanc2021 (For North Carolina, the 2020 readme.md noted the addition of another .csv file that "contains the mode for transfer ballots".) 2018-nc-precinct-general.zip is missing transfer ballots. Please add sorted precinct results from https://dl.ncsbe.gov/?prefix=ENRS/2018_11_06/results_precinct_sort/

@rootsmusic Thank you for the flag! We will work on adding the transfer ballot data to the 2018 zip file for North Carolina.

You're welcome, @declanc2021. NC has transfer ballots in every election. You added transfer ballots for its 2020 General Election but haven't for its previous elections.
