Describe the Bug

You can make a tier 1 rocket without getting the reinforced fins by going to the end. Ruins progression by allowing the player to get desh items earlier than they are supposed to.

Reproduction Steps

1. Craft NASA Workbench
2. Craft T1 Rocket using normal fins instead of reinforced
