No rain/weather in several biomes - Jungle, Rainforest

Biomes Affects
Jungle, Sparse Jungle, Rainforest(BoP), Floodplain(BoP)

There is no weather in summer/fall

Edit:
The above biomes only get rain in winter/spring seasons

I did some testing using just the following mods

[00:00:56] [main/INFO]: Found mod file SereneSeasons-forge-1.20.1-9.1.0.2.jar of type MOD with provider {mods folder locator at C:\Users\16098\curseforge\minecraft\Instances\test\mods}
[00:00:56] [main/INFO]: Found mod file TerraBlender-forge-1.20.1-3.0.1.10.jar of type MOD with provider {mods folder locator at C:\Users\16098\curseforge\minecraft\Instances\test\mods}

1 of the 4 seasons, autumn, had no rain in jungle biomes. There is likely another mod affecting this since this pack additionally had no rain in the summer.

Other things that I tried:
using the same mod versions of this pack, then updating to latest versions - no difference
including biomeofplenty, terrablenderfix mods - no difference
using only SereneSeasons mod - rain in all 4 seasons
