[FUNDING] Draft accessibility engine positioning brief for grants and partners #15

  ## Summary
  The repo needs a human-readable document that explains the accessibility
  engineering work to grant reviewers, disability-focused funders, and
  accessibility-minded contributors who are not engineers.

  This is not a grant application — it is a positioning brief that makes
  the technical work legible to non-technical funding audiences.

  ## Acceptance Criteria
  - [ ] Document created at docs/ACCESSIBILITY_GRANT_POSITIONING.md
  - [ ] Covers: problem statement, why dark/high-contrast games create temporal safety risk
  - [ ] Covers: what Veiled Dominion is testing technically and why it is novel
  - [ ] Covers: implementation constraints already documented (link to A11Y paradox doc)
  - [ ] Covers: near-term milestones with measurable accessibility outcomes
  - [ ] Covers: why this matters to funders (disability programs, accessibility grants, inclusive design orgs)
  - [ ] Reviewed for plain language — no jargon without definition
  - [ ] Linked from README.md once complete
