feat(ui): refactor language system to use external locale files and flag icons

- Replace hardcoded UI translations with runtime locale loader
- Remove embedded flag emojis from language names, use icon assets instead
- Add language_options module for combo box population
- Add locale directory structure for translation files
- Update all UI text references to use translation helper
- Refactor tray popup to support dynamic label updates
- Decouple translation application from settings persistence
- Add language change signal propagation between dialogs
- Simplify paradox_yaml parser by removing native name mapping
