Bounded read-only investigation is a delegation category no skill body owns

目的

task-subagent-spawn が「bounded read-only investigation」を delegation カテゴリとして task-subagent-delegation に帰属させているが、当の task-subagent-delegation はその節を body に持たず、#1643 で description 条件も外れた。カテゴリの所有者が不在になっている。

確認済みの事実

• skills/task-subagent-spawn/SKILL.md Subagent Model Policy: 「The two non-brake categories are every delegation under skills/task-subagent-delegation/SKILL.md(implementation, operations, bounded read-only investigation), and adapter/claude/agents/dialogue-evaluator.md ... These four categories are exhaustive.」
• 同ファイル Parallel-Width Cap: 「Applies to every parallel delegation routed through skills/task-subagent-delegation/SKILL.md: ... and bounded read-only investigation fan-out.」
• しかし skills/task-subagent-delegation/SKILL.md の body は Rules / Responsibilities / Autonomy / Adjacent firing moments の 4 節で、Rules は「Parent agent delegates implementation and operations to subagent」と述べるのみ。bounded read-only investigation を扱う節は存在しない。
• Skill body sections declare firing moments their description cannot route to #1634 項目 5 の裁定により Align skill descriptions with the firing moments their bodies declare #1643 で、task-subagent-delegation の description からこのカテゴリの発火条件が削除された（対応 body 節が無いため）。実体は skills/task-subagent-prompt/SKILL.md Bounded delegation（再帰 spawn 禁止）にあり、同スキルの description が当該モーメントを持つ。
• 結果、task-subagent-spawn の 2 箇所は、description もリンク先 body もこのカテゴリを持たない skill に帰属を宣言している。「exhaustive」という強い主張と噛み合っていない。

制約

• Align skill descriptions with the firing moments their bodies declare #1643 の brake 1 評価で N=3 中 1 名が検出。残り 2 名は「task-subagent-prompt / task-subagent-spawn が現在の正しい所有者」として consistent 判定を出しており、帰属文の literal（under task-subagent-delegation）までは追っていない。親が原文を直読して実在を確認した。
• カテゴリ自体を否定する issue ではない。model policy と width cap は bounded read-only investigation に現に適用されるべきで、削除は解にならない。
• 候補となる方向: (a) task-subagent-delegation の body にカテゴリの節を戻し description 条件も復活させる（Skill body sections declare firing moments their description cannot route to #1634 項目 5 の裁定を覆す）、(b) task-subagent-spawn の帰属先を task-subagent-prompt に付け替える、(c) カテゴリ列挙から帰属修飾を外し、所有 skill を名指ししない形にする。

完了条件

• bounded read-only investigation の delegation カテゴリについて、model policy / width cap が参照する所有 skill が実在し、その skill の description と body の双方がカテゴリを持つ
