Committee members can create and submit a dao_unapply_parameters tx. Once three or more committee members have submitting this tx, it changes the status of the proposal from applied to accepted so that it can be applied again. This is protection for a situation when the dao_apply_parameters tx only updated the proposal account, but did not update the parameters in the global account.
