🐛 Mobs link with wrong family (e.g. Goblin Mugger link with Valkurm Emporer)

Steps to reproduce

Kill placeholder 14A in Valkurm Dunes to get Valkurm Emporer to pop (change server variables to always pop)
When fighting Valkurm Emporer in first spawn point, the Goblin Mugger links even at level 50.

My server is using current code as of July 15, 2026.

Expected behavior

Goblins should not link with flys
