Bot doesn't show message when no pairing available

Even if there are no groups allocated for speed dating, bot will still start a round and countdown. This should instead output a message, the code for this is already there : [link](https://github.com/LSAC-ONG/mitra/blob/dbd7eaa085fbc648b33ae04ede86e89d7734a5bc/games_lib/speed_dating.py#L52) , but for some reason it's not firing.
