Large number of ecoregions results in high RAM usage

Reading in large climate files with many ecoregions (>200) requires more orders of magnitude more RAM than original csv file. A 210 ecoregion landscape requires ~45Gb of RAM but the original csv file is only ~200Mb. A 433 ecoregion landscape requires >120Gb RAM.

Eventually the climate library will need to be revamped, but I don't have any funding to do this right now.
