Update the logging of bot commands

Add to the record of the /ra command in the Discord bot the Discord id of the Administrator who entered this command.
The problem is that only "Server used the command:..." is written in the logs, and it is impossible to find out who exactly used this command, which can cause serious problems.

I would also like to do the same for other commands, and please add the ability to enable and disable the display of Discord IDs for specific commands in the bot config

I don't know if that is possible as the game handles that information, not the plugin. I'll have a look when I have time though.
