TODO: Re-enable JuliaSyntax Windows Julia 1.0 test jobs, once S3 `latest` aliases are configured

These had to be disabled because https://julialang-s3.julialang.org/bin/winnt/x64/1.0/julia-1.0-latest-win64.zip and https://julialang-s3.julialang.org/bin/winnt/x86/1.0/julia-1.0-latest-win32.zip do not exist
