feature: create package request form for staff view

Describe the feature
When completing an order the feature would require staff to enter what items and how many of them (within a category) they're pulling from the inventory. Once they complete the order the inventory would update as well. This would be with the Request List ??

Additional context
Petey's Pantry allows students to pick from several different published packages with different items/categories in each (vegetables, meats, snacks, etc.) YET students don't select any specific items within those categories - beside personal items.

category (Foodstuff/Personal Care Product) becomes type
category is now the classification of food; i.e. fruits, vegetables, etc.

Staff will:

1. Create package
2. add any number of inputs, whose values category and quantity

• i.e. "Foodstuffs -> Fruits, Vegetables" "5" will indicate that that student will receive some amount of fruits and vegetables, totaling 5.

3. When staff fulfills package request, they have to input specifically what items they are giving to the student. Staff is given a selector that is populated via a database query that looks for items whose quantity > 0 and category in categories. They are only able to select package.contents.quantity items for that particular input.
   This information will be recorded and used to update the inventory once confirming fulfillment.
