If you don't have the funds, but want to nominate somebody in the group to receive a tip. e.g:
- this will create a button on the group chat to tip that person. The first one to click, will be the tipper. Perhaps a confirmation button will be needed too?
- OR just a text suggestion, e.g.
"@felix has nominated @jasbanza to receive 0.1 $OSMO! To award him, type "/tip @jasbanza 0.1"
- the tipper gets awarded with "tip karma"
- You shouldn't be able to nominate yourself.
