This line needs to be corrected.

}

Maybe this
$currentSkip = $this->option('skip') ?? '';
$skips = empty($currentSkip) ? [] : explode(',', $currentSkip);
$skips[] = 'migration';
$this->input->setOption('skip', implode(',', array_unique($skips)));
