CI to run the Job tester (on every Job repository)

Can you add a GitHub CI action that runs the squonk2-data-manager-job-tester ("Jote") against each of the job-based submodules? We'd run jote using it's --dry-run option to do this - it simply checks the definitions against the schema.

Added in #6: a test-jobs workflow that runs jote --dry-run against every manifest in each of the six job submodules (auto-discovered by glob; one matrix leg per repo). As agreed, no manifests are excluded, so virtual-screening comes up red because moldb.yaml uses maxValue/minValue properties the current decoder schema rejects; the other five pass.
