Ongoing Alerts Should Not Show End Time

It looks as though IODA alerts that are still ongoing show an end time. We should not show an end time and instead show that it is ongoing.

• design how we show ongoing in the UI
• understand the logic - my current thought is we use the level to determine if an event is still ongoing -- with the logic that if the level is normal only then can we grab an end time.
