Improve incident status labels #108

  • at first it was helpful but the status don’t make sense because the outages are confirmed on the ground, but not verified by data
    • big 3 points:
      • verification (measurement data, do we have enough data to verify this occurred) ****
      • confirmation (on the ground, sociopolitical context, cause, on the ground experience)
      • published (did we post this on social media, but for the purpose on aggie, could be on “public” view of incidents) is less important
      • some incidents might be verified/confirmed but would not publish them
  • current statuses:
    • verification_status
      • maybe (default)
      • false
      • true
    • confirmation_status
      • maybe (default)
      • false
      • true
    • publication_status
      • Not Published
      • Published
      • Shared with Networks
    • escalated
      • true
      • false
    • closed
      • true
      • false
    • public
      • true
      • false
