Ioda provides an API to indicate when ASNs(?) return online but we are not utilizing it in the UI. It is important to note this in the alert and also the incident because recovery is important for internet freedom activists along with CTDS. Need to investigate if we are currently storing this data, and need to design a UI element to indicate whether or not its a drop or recovery (IODA uses an arrow on its frontend)
