Improve create project panel navigation and exit behavior

Issues:

1.) The project creation modal does not provide a clear or visible way to close/cancel the panel once it is opened.
2.) The Previous button appears active on the first step (General Info) even though there is no earlier step to navigate back to.

Expected Behavior:

1.) Provide a clear way to exit or close the project creation modal.
2.) Disable the Previous button on the first step of the modal.
