Add support for modular rules

Hey @HartBrook,

instead of creating a single markdown file for (team) rules it would be great if you can add support for the modular rules system of Claude Code: https://code.claude.com/docs/en/memory#modular-rules-with-claude/rules/

Together with the skills feature and the ability to use this tool with an existing claude subscription (maybe get also rid of the external promptfoo dependency, but that's up to you if possible) this tool will become super helpful for many teams!

@codyhart-atropos Thanks a lot for the quick release, really appreciate it! Will check it out today :) I think https://github.com/HartBrook/staghorn/tree/main/example also needs an update to incorporate those additions
