Menu bar loses functionality at sufficiently large UI scaling

Observed in:

• Windows 11, version 2.0.0-zeta.12
• SteamOS 3.8.11 (Linux), with the same version

Reproduction:

• If applicable, use Ctrl/+ to increase the UI scaling until the top menu bar collapses into a hamburger menu.
• Navigate the hamburger menu. From this state, only "File" leads to further options. Hovering over the remaining options displays nothing, and clicking on them collapses the hamburger.
