Pichu's Charge Side Special, used at point blank, avoids self-recoil damage

Pichu will normally experience 2.5% recoil damage each time Charge Side Special is used. For some reason, this recoil damage is completely bypassed, on hit OR on block, _specifically_ at point-blank range.
