[Core] Refactor Transaction Handling (state)

Rework stateful ledger transactions handling by implementing "Visitor Pattern".
For example, a NebulaVisitor will be responsible for nebulas state(add/drop), SignatureVisitor for signature handling during consuls/oracles update.
