Support `$.flags` context values in segment conditions

Support $.flags.<feature name>.<enabled|value|variant> conditions.

Acceptance criteria

• The engine dependency is bumped to the version supporting $.flags context values.
• Identity-less evaluation passes segments to the engine so $.flags and $.environment conditions resolve.
