[FEATURE] Actions column in Dashboard

Add an actions column in the dashboard, specifically on Download Job and Downloaded files

DownloadJob:

• Retry Download Job (if failed)
• Delete Download Job
• Rescan Files (if completed)

Downloaded Files:

• Checkbox (for multi select)
  • Download (selected) as ZIP (or other compression format)
• Download
• Rescan
