+# LEARN lifecycle evidence protected enrollment preparation
+
+This successor appends existing [Delivery 4738](https://github.com/FS-GG/.github/issues/4738)
+to the Coordination Project 3 population, preserving all 44 prior rows, native
+identities and owning-plan references. The Delivery is linked to
+[Outcome 4647](https://github.com/FS-GG/.github/issues/4647) and uses its actual
+[LEARN owning Roadmap](../roadmaps/2026-09-12-095059-stable-policy-orchestration-and-statistical-learning.md).
+Authenticated native reads establish the existing project item, explicit Delivery
+classification, Active delivery track and In progress Status for root's active
+bounded enrollment preparation. Four absent metadata values were initialized and
+independently read back with reported schema, eight views, all 45 memberships and
+unrelated values preserved. This carrier repeats no membership or metadata effect.
+
+Programme/root remains the protected integrator; the existing `intake_process_fix`
+executor remains selected for source authorship only after protected enrollment,
+installed qualification and actual source admission. The canonical offline
+BoardV2Import constructor ran once against closed, digest-bound inputs and produced
+the matched 45-row pair. Independent dependency-free review recomputed its salted
+commitment, verified a fresh nonce, the exact 44-row ordered prefix and the sole
+4738 append, and checked unchanged unrelated caller fields. Only the exact closed
+two-field public output is copied into the manifest. Private binding, payload,
+nonce and operational evidence remain outside source; prior pairs and original
+refusals remain retained.
+
+This is an enrollment prerequisite. Delivery 4738 retains its complete Done when:
+bounded advisory lifecycle evidence coverage in the existing private LEARN analyzer,
+using selected admitted invocations and existing starts, terminals and times with
+causal own joins. Process-start evidence remains distinct from thread/turn
+observations; absent or conflicting lifecycle/timestamp evidence stays visible.
+Old unsupported relations remain unknown and malformed or oversized present input
+refuses. Existing accounting, native-source, shared-cost and enrollment semantics
+remain unchanged, with `waitCoverage=unknown` and `criticalPath=not-evaluated`.
+Independent review, Python qualification, required exact-head CI and normal source
+delivery establish source acceptance only. No waits, duration/critical-path analysis,
+producer emission, installed capture, experiment or native capability is selected.
+The whole Outcome 4647 and separate 4650 promises remain open at their existing scopes.
+
+Offline preparation used the genuine current protected source context. Construction
+does not require a future source merge: its provisional caller populationRevision
+retains the accepted [44-row anchor](https://github.com/FS-GG/.github/commit/15d5b0e0b1eac0ea704c6cd4fc8f80700152c8fd).
+After normal protected delivery of this exact public commitment, Programme/root must
+authenticate the actual public source blob and amend only populationRevision in a
+separately retained private runtime binding. The original successor's payload, nonce
+and every other caller field stay unchanged. Ordinary source-base movement does not
+regenerate the once-only pair. The genuine qualified installed 109 caller must then
+separately qualify the complete 45-row population against that protected source;
+fresh source selection, ownership, touch-set and remaining capacity precede dispatch.
+No publication, reinstall or consumer adoption is implied by this binding change.

+This carrier changes only the public manifest and this enrollment receipt. It grants
+no feature implementation, Status write, runtime, publication, native acceptance or
+reservation release. Root owns source integration and later native decisions,
+including shared generated-output integration and concurrent source-CI sequencing.
