Feature Augment: Search PRs/Issues by String Matching

Allow James to accept either numerical values (3, 1984, 3457...), or use the text-parse/search used in the other lookup commands to find issues with similar titles or first posts.

I honestly have no idea how that would work, and suspect it could be rather complicated since you would need to somehow trawl all the issues/posts on GitHub, but I could even work with just having James give a link with the search terms inserted already.
Essentially, have James spit out...

The GitHub API has search features that would make infinitely more sense than writing our own search engine

Example use:
url = 'https://api.github.com/search/issues?q=' + encode('state:open author:tehhowch type:pr')

I haven't looked into the GraphQL endpoints that GitHub now offers.
