Do we want to enable discussions? Or should we just rely on issues?

Discussions can work well, but it helps to have some defined flow. For example, in some some projects everything starts as a discussion, then when some definable proposal emerges, an issue is made, and the actual implementation is done in a pull request. In CF, we are a bit more messy just due to the long history. Proposals can start in a few places, but discussions IMO are always a good entry point.

I agree with using Discussions. ERDDAP posted some great guidance for how they use Discussions ERDDAP/erddap#93
