Add some FATES-SP compset tests to aux_cmeps

Now that FATES-SP will be scientifically supported in CESM3.0 and because FATES is the next-gen vegetation model for CLM, we should have tests for it in aux_cmeps.

I'm planning on adding:

SMS.f45_f45_mg37.I2000Clm60FatesSpRsGs.*.clm-FatesColdSatPhen

for: izumi_nag, derecho_intel, derecho_gnu, and derecho_nvhpc

because it's a test that was failing for derecho_nvhpc as documented in #663. This gives the important compiler options for it as well.
