Have temporary ability to set lfrac mapping for mizuRoute from mapconsd to mapconsf

The need for this should go away if #408 is done. But, as that is likely a more longer term project in the short term, I need a way to bypass the mapconsd mapping for lfrac for the ROF grid. I think adding a simple namelist control item to do this in med_map_mod.F90 would work. When #408 is done, these changes would be removed.

From discussion with @mvertens - she suggests just changing the lnd -> rof mappings in esmFldsExchange_cesm_mod.F90 from mapconsf to mapconsd (and ideally doing the verification to confirm that this doesn't change answers by much). For mizuRoute this shouldn't change answers at all (since you're using an existing mapping file); for other configurations, the answer changes are expected to be (very) small.

@mvertens would significantly prefer this over adding a namelist control.

I gave a lot more thought to #408 this week. I think that's really the right approach here. Furthermore, I think that mapping fractions using consf mapping will do the wrong thing: my impression is that mapping a mask using consf mapping would lead to values that are 1 along the coasts rather than fractional value along the coasts. (The picture gets messier when you imagine mapping fractions that are between 0 and 1, but the key point is that I think consf mapping wouldn't do what you want for the mapping of fractions if you have a mask on the field.) I'm not positive of this, but between my intuition about how this mapping works and the fact that I think we eventually want #408, I think the better approach is to change the lnd2rof mappings to all be consd.

But also note that I think #665 will resolve this.

So I'm closing this issue as a wontfix. Feel free to reopen if you feel this is inappropriate.
