Logging in issue

🐛 Describe the Bug

When not logged in - I am still being prompted to log in when I try to view public collections and datasets, including from the Public Collections menu item and the link in the upper-right corner.

Clicking cancel does not close this box. This may be a UI issue.

This is seen on: labcas-dev.jpl.nasa.gov

No, David's log-in fix is completely orthogonal to the backend changes to support more permissions for pending users. Either upgrade can be installed at any time 😄
