order of additions, e.g., dimension vectors, quantityKinds

what is process for adding new dimension vectors or quantityKinds. e.g., if we add them to units, are they added to the schema (e.g., via a script?) or should we be editing those files too. if so, what is the order of operations?

You should be editing each of the vocabulary files as appropriate - units in the Units file, etc...
No specific order, but you could bundle all the updates into one PR if you like. I run the validator before approving/merging each PR.
