Adapt Copilot rule to ensure that Issues are NOT closed

Copilot should be instructed to never add any commit / PR remark that causes an issue to be closed. I.e. there should NOT be any "Fixes xxx" at PRs / commits.

Issues should be closed by users or dev manually as merging the PR does not ensure that the problem is fixed or at least tested. In most cases the functionaliyt of the fix can be prooved only after creating and installing a new release.

Hmm Not fully sure about this one as it’s a matter of way if working

It’s quite common to close (resolve) issues by merges into the main branch, equal to an incident management process were the engineer resolves the ticket if issues in testing occur it can be reopened

Same happens when you make a release by release script (see zigbee adapter). So taking that as example we should also consider to not do this with the release script for alpha/beta release to keep the same logic

In the end, it’s a GitHub functionality trigger by “fixes xxx” etc commits during PR or releases
