Toolgun ring particles discrepancies

Summary
I don't know what exactly is causing this, but the ring particles sometimes show up, sometimes they don't, and they don't fade out. I'll be monitoring it (unless I forget) after particle system improvements.

It may be a problem with billboard particles and raycasting.

Reproduction Steps

1. Spawn the toolgun from the public folder: resrec:///U-1VNNY1bkdNI/R-02c432d8-34c2-403d-b2e5-c28105e9014e
2. Hold Q or touch the screen to change to Inspector or a similar tool
3. Shoot the toolgun
