spawners fail to apply markings and hairstyles to synths and holosynths

Issue Summary:

using any spawner, such as for cantags or the dressing room, will spawn androids and holosynths without markings, hair, etc.

looking at vars, their styles seem to be correctly applied, so perhaps its just failing to generate overlays
