Investigate using `<aside>` for footnotes

Two circumstances require different layouts:

1. Single footnote follows paragraph - it will use aside instead of div as its outer container, with specific epub:type (data-epub-type in HTML then converted by ebookmaker?)
2. Group of footnotes at end of chapter and book (with FOOTNOTES heading) - more complex markup flagging the whole section as footnotes.

The implementation might be simpler if each footnote was in its own <aside> regardless of the element immediately following was also a footnote. Then you don't need to figure out whether it's one footnote or a grouping of footnotes. There's no requirement I see that you can't have adjacent <aside> elements; in fact, the HTML spec contains an example which has adjacent <aside> elements.

In the left example in the image, there are no <aside> at all. So we rely entirely on the role attributes, then? I could see that distinction confusing people, but a clear explainer on the topic might help with that.
