Do not use boost asio when no boost plugins are used.

Script should detect, if rest and websocket are boost, or Simpleweb. If both of them are Simpleweb, script should not include boost/asio.hpp, nor boost::asio namespace should be used, because of namespace collision with non-boost asio.
