Cause

• The importance of OZ network file is hard to recognize at a glance, and no way to reconstruct it later so far.

Solution

• Add a patch of commenting-put node_modules/@openzeppelin/hardhat-upgrades/dist/utils/deploy-impl.js:L17-18 to avoid check.
