[docker-build] on Github Actions; cannot find layer

When using this as described in the README on Github Actions:

 Step 13/22 : COPY --chown=nextjs:nodejs packs ./
failed to export image: failed to create image: failed to get layer sha256:3eacc4e8c190bdfa7d007d4196b1a57b82c5c04ee113491787a9e1d94a76db20: layer does not exist
➤ YN0001: Child docker reported an error
➤ YN0001:   Exit Code: 1
➤ YN0000: Failed with errors in 1m 5s

However, this works great locally.

Any idea why this might be?
