Support Intermediate Assertions

The goal here is to allow generation of assert statements for some specific frequency. For example, every 1/4 of a block. Or perhaps every four instructions ?

Another aspect could be to "weight" instructions. Some are more expensive that others. So, we introduce assert whenever a given limit is tripped.
