Currently, set_drr puts the DRR in useageCitations in EML. This is likely correct, however DataStore extracts the DRR and creates a cross reference. Meanwhile, set_cross_reference puts other items that are also set as cross references in additionalMetadata.
For consistency's sake, DRRs should also go in additionalMetadata along with the other cross-references.
