The intent was to show the time to an encounter. Encounter can mean a few things though, so for the initial release this was shelved. Intent is that it will show time to closest approach including separation at each approach(if there's two, for an orbit rendezvous approach for example), and then for SOI changes specifically we switch to showing time to SOI change. This is part enhancement part fixing something invalid, because the label is there but the logic behind it to show these values isn't there yet.
