when ingesting services from sshoc, any discovered service owner/provider relations are currently always added, existing relations never removed. i think the assumption was, that we cannot be sure whether any such relations were created locally. however, since we don't actually allow editing sshoc services in the knowledge base, we should always write the full set of received owner/provider relations, and clean up stale relations on ingest.
