approach for handling event timezones

currently we store event start/end dates as utc dates, which are interpreted as representing the datetime of the event in its local time, so we avoid date transformations between utc and some timezone offset. however, for virtual online events, we may to rethink this approach

in wordpress, it looks like online events with time components were using UTC, e.g. https://www.dariah.eu/event/fridayfrontiers-diamond-publication-and-open-science-at-university-of-liege/
