[Bug]: Compliance policy templates save corrupt (RAWJson empty / invalid JSON)

• I can reproduce this issue on the latest released versions of both CIPP and CIPP-API.
• I have searched existing issues (both open and closed) to avoid duplicates.
• I am not requesting general support; this is an actual bug report.

Issue Description

Creating a template from a compliance policy produces a broken template. In the template list the entry shows a GUID as its display name followed by [corrupt template: RAWJson is empty or not valid JSON], Is Synced is false, and Package shows "No data". Doing the same thing from a config profile works fine, so it looks specific to the compliance policy path.

To reproduce

1. Go to Intune > Compliance (policy list) for a tenant
2. Pick a policy and use "Create template from policy"
3. Open the Intune templates list
